O lunático líder da banda 13th Floor Elevators, uma das maiores representantes do "garage rock" e psicodelia, cultuadíssima por inúmeros grupos que seguiram essa linha. Diz a lenda que Roky deixava os vários televisores de sua casa ligados fora do ar, todos juntos, para captar as mensagens vindas dos marcianos. Alguns dos seus trabalhos solo são totalmente insanos, outros emocionam pela tentativa de retornar a ativa após uma vida de tanto sofrimento (diagnosticado com esquizofrenia paranóica no fim dos anos 60, foi preso, tomou choques elétricos, sofreu de demência, passou anos internado em hospícios). Baladas como Starry Eyes, For You, Please Judge, I'm Gonna Free Her, entre outras, mostram toda a sua sensibilidade, como em uma das mais perfeitas e emocionantes gravações de It’s All Over Now, Baby Blue, de Bob Dylan, ainda no tempo dos Elevators.
